As transportation infrastructure becomes more challenging to finance, public private partnerships (PPPs) can present a number of opportunities to complete the $6.1 Billion FasTracks regional transit build-out on time and on budget. As RTD explores this new delivery method, it is critical that stakeholders and policy makers in the region learn from other communities about the pros and cons of pursuing PPPs as well as the critical issues that need to be addressed as RTD begins to identify private sector partners. | The first Citizens' Academy class began on February 6. New in 2008, the Academy class has grown to 39 participants and represents the greatest diversity of participants that we have seen. The Colorado Tomorrow Alliance invites project applications for its new smart growth recognition program. The Colorado Tomorrow Alliance Recognition Program – Building Better Communities will evaluate applications based on a set of detailed criteria and recognize projects that exemplify smart growth principles. To promote and support smart growth projects, the Colorado Tomorrow Alliance developed a program that will recognize projects before they are approved. Projects that receive recognition are those that will foster regional growth and redevelopment that achieves important economic and quality of life objectives. By highlighting the potential of smart growth projects to add value to the region, the CTA hopes to educate developers, elected officials, business organizations and citizen groups to strive for smart growth solutions. The program is not an award for completed projects. Submitted projects can be in any phase of development -- from seeking preliminary or conceptual, to final approval -- but they must have outstanding entitlements. After the pilot phase of the program, CTA recognized Abilene Station in Aurora as a smart growth project. Abilene Station, by David J. Erb and Company, is planned as a mixed-use development that will incorporate a light rail station, surrounding educational venues, retail, for rent and for sales residences along I-225 at Abilene and 2nd Streets in Aurora.
